Group of words that makes difficult for a private millennial educator like me to comprehend  unless I check my bff..Mr. Google.Still, when I check Mr. Google..another problem arises. Which information is correct..which information does Mr. Google feeds me really aligned to what am I going to make an essay.

Mr. Google fails me this time to give me a jump off for this essay. Thanks to my seatmate…for feeding me the information about what learner’s information system we are talking about.

I could give my point of view from Mr. Google info and two years experiences as a private educator.

Learner’s Information System is a Boon!

Simply because..argggh. Actually it is not easy simply because  I had a very limited experience with the old method of recording the student’s info…all I remember is the difficulty in writing again and again the names and grades  if i make mistakes.The difficulty in reading the grades again and again…the difficulty in record keeping…the difficulty in inconsistency of info.

At present, having a technology that makes our work easy from computation of grades, report card preparation and permanent records its really a BANE.

The Learners’ Information System (LIS), an online facility that provides for the registration of learners enrolled in public schools allowed the Department to generate the total public school enrollment based on the actual registration of learners.

Moreover, Deped believes it is an innovative tool that the Department uses to manage information with the aim of promoting transparency, informed decision making, and empowerment at different levels of the organization

And according to Secretary of Education Armin A. Luistro, since the LIS provides  right information at the right time it generates better decisions

Moreover the Deped  envisioned that it will help  better in tracking  its learners in both formal and non-formal instruction so that more appropriate interventions can be formulated in the provision of quality education for all Filipino learners.

LIS access to the information of students with accurate data is possible thru the innovation initiated by the Department of Education. The said system is a collaborative work of the DepEd and Australian Government Aid or AusAid. The said information system is being used to track students and in making sure that they are qualified for the next grade level. Access for students’data even at distant is possible.

In the future, other data such as form 137 and form 138 will be integrated in the system itself. It will not be difficult on the part of the teachers and other school administrators to access these pertinent data or forms even if the student comes from far flung areas. Even phenomenon such as flood or fire will not be an excuse for lost of hard copy or forms. In the absence of such forms, it will not affect students’ data since LIS can generate it.

Students were given unique data for unique identity. There is no duplication of control numbers. You can easily search for the status and data of the students using his Learner Registered Number or LRN. The LRN may be used to track students if they are still studying or not. Teachers and school administrators can no longer fabricate data on drop-out and failure since the LIS automatically generates it. Explanations sounds really enticing but I’m trying  to be fair and look on some setbacks..

Some comments posted in the Official Gazette of the Philippines like this…

You failed to mention how many times classes were left by teachers in charge to update data, how many sleepless nights were spent by teachers, how much money was spent to pay for internet shops and travel of teachers from their remote school to the provincial center where internet is available. The program is good but we are not ready technically ready.

LIS ay trabaho ng Principal. Account nya ung nandun kaya dapat maghire siya ng encoder. Hindi ung Teacher ung ipaencode. Beyond office hours na un. dapat compensable!

On my own ,I’ve got no problem with it. We have internet connections,laptop or the technology to do it . The question is…what about those who are in remote areas?

What about the security of it.The privacy issue. I’m not a tekki one or IT but..I dont know there might be a chance that it can be used in illegal stuff.

I first heard about the Learner Information System (LIS) two years ago when our school implemented and followed this Dep Ed order. An introduction of a new job, additional work, or technology can be either be accepted positively or negatively. The school where I teach, I teach in a private school, embraced it positively. Our principal discussed it our group and we agreed with the goals of the LIS. Our principal taught us how to encode the needed student data. Advisers were only assigned to encode the average grade of their students. The administration were responsible for setting up and application for the LRN of each pupil, and other pertinent data. We taught it was easy and we complied.

Looking further about what LIS is, I learned that it was actually launch in 2011.  It is an online facility that provides for the registration of learners enrolled in public schools. Since its installation, the LIS has allowed the Department to generate the total public school enrolment based on the actual registration of learners.

The LIS is an innovative tool that the Department uses to manage information with the aim of promoting transparency, informed decision making, and empowerment at different levels of the organization. While being a tech-based solution, the LIS involves an inclusive, community-driven process that thrives because of the active engagement and participation of all teachers, principals, planning officers and other DepEd personnel all throughout the Philippines.

According to Secretary of Education Armin A. Luistro, “Considering the size of the Department and the number schools under it, it is very critical for the Agency to be equipped with the right information at the right time to be able to make better decisions. This is essentially an online registry of learners that is important for any educational system or institution. We need to continually get to know our learners better so that we can respond better.”

This system is envisioned to allow the Department to better track its learners in both formal and non-formal instruction so that more appropriate interventions can be formulated in the provision of quality education for all Filipino learners. As an example, students who transfer from one school to another can be monitored and better assisted by using data from the LIS.

The use of automation and technology has helped the Department update information on enrollment for planning, budgeting and resource allocation among others. Luistro added that, “What used to take ten months to collect, consolidate and validate has now been reduced to three months. This is a result of the use of technology and the power of our people.”

Reading on some of the comments about LIS, I was a little bit disheartened because it reflected the negativity of the Filipinos. Most were complaining and fault-finding. I understand that every Filipino is sick and tired of the poor and stricken political system of our country. However, I believe that change can start from us. Who cannot forget what Kennedy said, “Ask not what your county can do for you”. I enjoined everyone to stop thinking on what the government can do for you but what you can do for the government. In this case, the department of education is trying to make a small step in trying to plot a general picture of our learners thru the LIS. Although, I agree, those are just numbers, but we can start with it. I agree with the famous saying, “Great things starts from small beginnings”.

Advantages

Communication – with help of information technologies the instant messaging, emails, voice and video calls becomes quicker, cheaper and much efficient.

Globalization and cultural gap – by implementing information systems we can bring down the linguistic, geographical and some cultural boundaries. Sharing the information, knowledge, communication and relationships between different countries, languages and cultures becomes much easier.

Availability – information systems has made it possible for businesses to be open 24×7 all over the globe. This means that a business can be open anytime anywhere, making purchases from different countries easier and more convenient. It also means that you can have your goods delivered right to your doorstep with having to move a single muscle.

Creation of new types of jobs – one of the best advantages of information systems is the creation of new and interesting jobs. Computer programmers, Systems analyzers, Hardware and Software developers and Web designers are just some of the many new employment opportunities created with the help of IT.

Cost effectiveness and productivity – the IS application promotes more efficient operation of the company and also improves the supply of information to decision-makers; applying such systems can also play an important role in helping companies to put greater emphasis on information technology in order to gain a competitive advantage. IS has a positive impact on productivity, however there are some frustrations can be faced by systems users which are directly linked to lack of training and poor systems performance because of system spread.

Take a minute and ask yourself what technologies you are well versed in. Have you posted to YouTube? Do you use PowerPoint to aid in your lectures? What other technologies do you use? Do you have a Twitter account? Make a list. When you have your list made, consider your colleagues. Do they know these technologies? Do they know how they can use them in the classroom? Is there a technology that you know one of your colleagues knows that you would like to be familiar with? Now, instead of waiting for somebody to put together a workshop on one of these technologies, consider creating your own workshop. Think about it. You’re a teacher.

But if I will ask my self my perspective about this is sometimes it is boon for me and sometimes it is bane why? because human beings are lazy by nature . Over the years, we have stopped writing letters, instead typing out informal emails. We do not remember phone numbers,depending on our mobiles to pull them up for us. We do not remember birth dates, because that’s what Facebook is for. We do not make the effort of remembering spellings because there’s spell-check and auto-correct. We talk to people miles away from us and ignore those who are sitting right next to us. We tell the whole world where we are and what we are doing. Technology is making children dumber and parents needs to train their children to use it wisely. Teenagers are desperate to stay connected. They’re afraid to be left out, afraid they will miss something. This leads to a constant feeling of needing to be “on”. It is like a substance addiction. Children are so overloaded with information that they cannot focus. Having said all this, technology is also a boon. It has connected people from all over the world. Thanks to WhatsApp, Skype, Facebook, Viber and the like, we are able to stay in touch with friends that we might have normally drifted away from due to distance. Technology has increased awareness too. Today you are aware of what is happening around the world because of the minute-to-minute updates that you get online. Technology has helped reduce the use of paper now that you can store documents digitally. Technology has encouraged self-learning. If you want to learn how to edit a video, you can take an online tutorial and become proficient with some practice.

What is Learner’s Information System?

How can we say or determine if it is a boon or bane?

Learner’s Information System or commonly called as LIS is a site to track the students performance and progress. It enhance the management of student’s records.  And most especially it generates  summary of reports which included the age profile and the total enrollment. Indeed, it is a great help for teachers or educators as well as to the administration of DEPED for they can easily monitor the students. And we all know that we are living in a modern world wherein technology matters. And LIS is one of the result of having a technology.

Since we cannot control the rapidly increasing of population of our students it is very hard and difficult for us educators to compile information and put them all in one place because we might lose it. So for me as an educator Learner’s information system is a boon, a tool for easy access of information of our students. It give us updated information, less paper works and can be done even you are outside of your school,  offices or work place as long as you are connected to the internet. You will just simply encode or type what is being ask. It is not a hassle for us educators and less stress also. 

Learner’s Information System provides the students background. It will help us to validate and check the students progress so that the students can also be guided accordingly. We educators will be more aware of our students and since we can used it easily, as an educator we have the ample or enough time to monitor or talk to them personally. It is also beneficial to both teachers and to the administration of DEPED, the one who created this system because even though they can’t see each other every minute due to distance or some factors through technology and the LIS everything is under control. As what I said earlier it is an easy access so meaning they are connected and by this they can update, contact and follow up the progress of the students.

That’s the MAGIC of LIS! 

Additionally, it provide learner information for better program planning and supervision of schools and learning centers. Although sometimes we can experienced things like “upon confirmation, pending, etc” but then it is not a big issue for us to say that LIS is a bane. Believe me! It is just a reminder that as an adviser we must check the information we type or encoded in the system if it is correct, and accurate.

Upon searching in the web it caught my attention. And it was indeed correct and true. (right side)

Out of the 46,648 public schools in the country, only 140 (0.3%) schools have failed to submit data for SY 2014-2015, which demonstrates a very high participation and submission rate by the schools. The concerned divisions have already been instructed to complete the remaining school information immediately.

This system is envisioned to allow the Department to better track its learners in both formal and non-formal instruction so that more appropriate interventions can be formulated in the provision of quality education for all Filipino learners. It easy for me to determine if the learners is already enrolled in other school and detected if they have failed or back subject to be taken before they proceed to the next level. It is easy to gather/get information about the information of the students base on there LRN which serves as there 12 digit information number where teacher can access information for the enrollment. Now it is easy to determine how many students are there in any regions by the help of LIS, It indicates how many students are enrolled during the school year. Researchers now can get accurate data of the learners who are enrolled , drop out and not enrolled. The problem that i encountered using LIS is there’s a lot of students who doesn’t have birth certificate because they are not registered by there parent, and the division office do not allow us to enrolled students who doesn’t have birth certificate.

LIS – What is it? Advantage or Disadvantage ? As a term referred “Learners Information System” a system for maintaining the registry aimed at meeting the following objectives:

  • Track learners progress/performance
  • Provide learner information for better program planning and supervision of school and learning centers
  • Enhance management of learners records
  • Facilitate the incorporation of the LRN ( Learners Reference Number ) in all record which refer to the learner
  • Generate summary of reports which included the age profile and total enrolment
  • Is the system accessible at all times?
  • Is the system accurate in saving files?
  • Who’s to blame the one who encodes or the system errors?
  • What is the appropriate time duration in encoding data esp. for elementary and grade 7 teachers?

From the objectives above, it really emphasized what advantages it has given to the respective school and to the teacher adviser who provides appropriate enrollees to section handled and update correct parental background and CCT ( Conditional Cash Transfer ) information of learners. What about the disadvantages?

Those are the questions that highlight some of the disadvantages depending on the how the teachers experienced it by themselves . How about you? What’s your query?

Learning Information Systems

Teachers are constantly being urged to “differentiate” or “individualise” the curriculum, so that all learners can succeed on tasks and materials at their own optimum level of challenge. However, especially in large classes with a wide range of ability, actually doing this presents huge difficulties in the time available.

How can the class teacher closely monitor the day to day activity of all their pupils, to check that both the quantity and quality of such activity is optimally effective, and to enable teacher intervention to shape it towards greater effectiveness?

Computerised “Learning Information Systems” (LIS) provide teachers with a curriculum-based assessment tool to enable them to achieve this otherwise daunting task.

A Learning Information System enables learners to take curriculum-based assessments at the computer whenever the learner and/or teacher feel they are ready. The LIS delivers assessment adaptively, investigating only the relevant areas chosen for the individual learner. In some cases, the LIS responds to each learner so that only items which are neither too hard nor too easy and which discriminate well are presented. This greatly shortens the time taken to self-assess, and protects the learner from any sense of struggle or failure. The Learning Information System is specifically intended to have strong formative effects on subsequent learning.

The LIS then gives detailed feedback on performance – to the student, to the teacher, and to any other interested parties such as the parents. When the performance is competent and achieves the benchmark standard, this is made immediately evident to the learner. Where the performance shows a need for further practice or teacher intervention, the LIS highlights this.

Learning Information Systems do not incorporate computerised teaching – they leave the content, form and style of teaching to the teacher’s professional judgement. Note that Learning Information Systems (LIS) are not to be confused with “Integrated Learning Systems” (ILS). By contrast, Integrated Learning Systems deliver both computerised teaching and computerised assessment of only that teaching – they tend to be very expensive and have been found effective in the UK only in mathematics.
